They can be made legal for certain streets. Windshield, signal lights and a license plate. Not sure of all the regulations but they are riding them around town here.

You can certify them as medium speed vehicles as long as you have the above listed equipment installed and the vehicle is:
AND THIS IS THE FLY IN THE OINTMENT!: the vehicle is incapable of going over 35 MPH but at least 30 MPH.

Whoever sponsored the Bill had a certain vehicle in mind. It is law.

That means that the underpowered side by sides mules etc. with small engines can be licensed. You see people picking up cans etc using them. But if you are tempted to fib a little to get a 62 mph RZR licensed, think about it. Perjury is a Felony and eventually The state police will get a complaint and start enforcing it. I looked into a computer programmer so I could put a governor in to limit it to 35 when using on the street but they didnt have one. Maybe some day. What I want would have to be undoable at will. At least back at the house, not while driving. Then I see no reason it would not qualify. They cant say it must be that way from the factory since these all have been modified with lights, turn signals, etc etc. If one of the programmer companies does some homework, agrees with what I said and gets them out there first, seems they would make a bundle if the price was right
